Dialogue with them is currently not a priority. Open conflict is the way they've decided to go.
There are no applicable treaties to restrain them.
This is the world Americans want. Too bad they can't just tell Russia what to do?

Not as dumb as you. At least I know it's stupid to push this till it breaks.
Systems fail. Mistakes happen. How'd that Trident test with high officers aboard go?
Keystone Kops are more competent. That's the Second Trident test failure.
I really feel safe knowing those Subs are out there "protecting", me.

The more America relies on LEO satellites to project its power around the world the more likely it becomes that these devices will become targets by EMP weaponry, either based on the ground or in orbit.
It appears that EMP devices are similar to drones in that is they can be manufactured relatively inexpensively in order to deliver "more bang for the buck", so to speak, which in turn will drive up the costs of defending against them.

Let them deploy a nuclear weapon in space. If they set it off, it would not just affect US satellites, but those of every country with an object in orbit. Including China.
The US may take that as an act of war, but so might many other countries, including China, at the same time.
This is the desperate act of a decaying empire. They become more like North Korea with each passing day.
The US is going to win the rapid space mobilization game every day of the week. Knock out a few sats...we'll just replace them. Quickly.
Russia...not so much. But like I said, Putin is just absolutely desperate to be taken seriously. To be seen as a world power.

A lot more than EMP weapons. Of course the US already knows this, and it's why the F-35 capabilities are critical to future defense. It's also why even this forum propagated Russian propaganda about it, the attempts to curtail the project were extensive.
