Russia's opposition has slammed Vladimir Putin's broken security promise in the wake of the Moscow concert hall attack, saying the country's intelligence agencies were too focused on hunting Kremlin critics instead of actual threats.

"What is striking is the catastrophic incompetence of our security services," said Ivan Zhdanov, the former head of late opposition leader Alexei Navalny's Anti-Corruption Foundation.

For Putin, a former Soviet spy and one-time head of the FSB security agency, accusations of an intelligence failure could sting.

He came to power on the final day of 1999 promising Russia security as rebel insurgents launched a spate of attacks amid war in Chechnya.

Putin's first years as president saw militants storm a Moscow theatre, taking more than 900 people hostage, and the Beslan school siege -- in which more than 300 people, mostly children, were killed.

After that, he chipped away at civil liberties and launched an escalating crackdown against his opponents, which he justified by the need to stamp out the terrorist threat.

"For decades we have been told that the curtailment of our rights is necessary for security," Zhdanov said in a post on Telegram over the weekend.

"But the terrorist attacks do not stop, and the FSB is busy with everything except its direct responsibilities " killing their political opponents, spying on citizens and prosecuting people who are against the war.

Russian officials are yet to comment on Islamic State (IS) claiming responsibility for the concert hall attack, which killed more than 130."

Yeah.

The Russian security services apparently glibly dismissed the US warning that something like this may occur, when the US was trying to reach out and warn Moscow.

Of course, the manner in which Pres Putin seems to treat his opponents (i.e., death) I doubt if he will suffer from this seemingly catastrophic poor decision.

The security forces were in on it. Come on... This is a part of Russia where police response is sub-10 minutes. Where they have the Rosgvardiya available 24x7 anti-terror/demonstration forces on standby. They show up to protests within minutes. It took over an hour for the very first responders to show up and an hour and a half for Rosgvardiya.

This is so false flag it isn't funny. I am not even sure ISIS carried it out. I mean are you kidding me? If they really were ISIS on a suicide mission, these guys wouldn't have surrendered to the police. They would have shot it out and committed some form of suicide by police.

Over a two-week period in September 1999, four apartment buildings were bombed in Moscow and two other cities, killing a total of 307 people. Officials blamed militants from the separatist region of Chechnya.

But serious doubts about the claim of Chechen involvement arose when officials reported sacks of explosives attached to a detonator in an apartment building in Ryazan. Three men with cards identifying them as members of the Federal Security Service, which Putin had headed until becoming prime minister a month prior, were detained on suspicion of planting the material.

In this case, Putin at the very least ignored the warnings about an imminent ISIS attack from several countries.

When a psychotic dictator who came to power by saying "only he" could keep the people safe but that they will have to accept poverty, hunger and the loss of huge numbers of their sons tp do it but then it is proven that even with all those sacrifices he still fails to keep them safe I think huge doubts begin to grow about his leadership.
