You are not tipping the jailer, you are tipping the bail bondsman. My cousin, a 53 year old white man who had a good job and a modest home was charged with burglary because he was driving a truck that resembled the use in the crime. His bail was set at $50,000! He couldn't pay the $5000 bond fee so he stayed in the county jail for 6 months. They wouldn't schedule a hearing hoping he would come up with the bail. The charge was thrown out when he did get a hearing. This is a rural county with little crime.
