Their crimes are committed because they are Muslim extremists. Both Muslim and extremest informs the type of crime they commit, the motivations, etc.

All forms of extremism are distinct with their own specifics, and those specifics are informed by what kind of extremism is taking place.

That is why it is an operative phrase, rather than a phrase that has one operative word.
