It reminds me of that woman whose water was cut off during a hurricane. The National Guard came and rationed two gallons of fresh water per day. She used one gallon to prime her toilet. Ignoring the tons of unfresh water just outside her door useful for that purpose.

I think you've forgotten the nature of modern war. While one side or the other might take steps to reduce civilian casualties, the war never stops because a few dozen or few dozen thousand are killed.
Puts me in mind of the very earnest young man who argued with me the fire-bombing of Dresden was morally acceptable.
Yah. Because his family never lived there, and he himself was never going to go closer to a shooting war than the next Young Republican.
