The local health officials are doing their job, informing the people they serve of health threats.

Tuberculosis is no joke - I am currently recovering from it. Recovery is 9-18 months and you take meds the whole time. The danger with homeless people is that they will likely not do the full course of meds and then incubate drug resistant forms of the disease. I got mine from doing charity work (food and medical supply distribution) with very poor people in Asia - should have worn the n95 mask.
