Perhaps a geologist should be consulted. I once asked a geologist about oil off the east coast further north. She said "that's Cambrian, there won't be oil there" so it may all be a sham.
If there were any significant amount of oil in Florida it would have been drilled long before there was an environmental movement. If there is none onshore, why would there be any offshore? Petroleum is found in certain geological formations. Poking a pipe down just anywhere won't work but don't expect the dim witted TV talking heads to call in a geologist to explain that.
