As I understood it, they need to wait for a thunderstorm... they are not creating the lightning. But they are aiming it at a target. It works 7 out of 10 times. Target was hit over 150 times successfully. Accuracy of hits is about 10 meters.

Based upon experiments I've seen in the past 10 to 20 years, this concept is nothing new. I've seen video of a rocket being fired into a thunderhead. The rocket is pulling a wire up with it, and that wire is grounded. Effectively, the rocket is reducing the distance that a lightning bolt has to traverse in order to discharge the cloud.

I've also seen videos of having the rocket's exhaust be of a composition that it leaves an ionic trail behind it, eliminating or reducing the need for the wire.

Like a laser? Hardly.

For starters, a laser does not depend upon the random existence of a thunderhead over your target.

Tapping the electrojet is dangerous.

I have little confidence that the Chinese care about the consequences.

Russia seems to have plasma weapons technologies too.

The ability to vaporize city blocks at a time doesn't bode well for our future.
