Special counsel Robert Mueller's criminal investigation may be over, but the FBI's efforts to assess and counter Russian efforts to influence the U.S. political system -- including the Trump administration -- is continuing, current and former U.S. officials say.

These are different questions than whether crimes were committed, which is what Mueller explored in his 448-page report. Mueller's report is silent on some of the key counterintelligence issues raised in his probe. It doesn't mention, for example, the counterintelligence investigation the FBI opened into the president -- an inquiry former acting director Andrew McCabe said was designed to examine whether he was compromised by Russia. Nor does the report cite the counterintelligence briefing the Trump campaign is said to have received from the FBI, warning that Russia and other adversaries would seek to infiltrate the campaign.

"The fact that it's not present in the report tells me the ball is now and remains in the court of the FBI and the intelligence community," said Frank Figliuzzi, an NBC News contributor and former head of counterintelligence at the FBI.

It's unclear whether the counterintelligence investigation into Trump remains open. An FBI spokeswoman declined to comment.


Well, this is sure to freak Trump out if true. Can he or Barr put a stop to a CI investigation?

How can anyone say Trump didn't obstruct? Firing McCabe, who as you mentioned, opened the important counterintelligence investigation, and Comey, who oversaw multiple investigations of Trump? If that alone isn't obstruction, what is?

And why hasn't he lifted a finger to ensure our elections are free from interference by our adversaries, with a dozen Russian military officials already indicted for having done just that?

I've always said, "if Trump had nothing to hide, why did he go to such lengths to thwart and outright end investigations of him and his campaign?" An innocent man would say, "let them investigate. I have nothing to hide."

But the most significant thing that doesn't show up in this report is whether Trump was undercutting the investigation as a favor to Russia, reportedly one of the concerns Rod Rosenstein had when he first hired Mueller. This report does not explicitly treat that concern, at all (to significant detriment to one area of its analysis, as I'll show in a follow-up post).

That's most evident in the way the report deals with Vladimir Putin in the post-inauguration period. The report itself invokes Putin at least 163 times, often describing the many different efforts to set up a meeting between Putin and Trump. But when Trump actually started meeting with top Russian officials -- and Putin specifically -- the report gets quiet.

Where "the report gets quiet" is a good indication of where the CI investigation takes over.
