If Robert Mueller wanted to charge President Donald Trump with obstruction, he found all he needed to do it. And he found it on multiple fronts. But he didn't make a decision on whether to bring the case.

Mueller's report Thursday walked through excruciating detail of evidence in the obstruction of justice investigation and legal analysis, hitting over and over again how prosecutors had enough to meet the legal threshold for a case against Trump.

OoJ is only for impeachment. Even if impeached, not enough to remove from office. Past experience in the Senate proves it. Perjury too, insignificant.

The intro to volume II lays out the difficulties and pitfalls of indicting, recommending charges against or charging a sitting POTUS. His hands were tied when it came to prosecuting Trump while he's still in office.

But what he was able to do is to provide Congress an abundant amount of facts on which to begin a Hearing on both collusion and obstruction.

Yup. A lot of analysis I've seen basically says that that seems to be his intent, to provide Congress with a roadmap for investigations and actions.
