The need to modernize dry docks at the nations' four public shipyards was underscored in a Government Accountability Office report last fall. It estimated the Navy needs to spend $4 billion in the next 20 years on dry docks alone, and $20 billion overall to modernize the yards' facilities, which it rated as "poor."

It is often overlooked in budgets, but maintaining currently operational subs and other equipment are important to prevent tragedy and mishaps at sea.

If it's not on the agenda for a political party, they don't care that people die because of non-funding. They only care when the issue matches their social agenda.

Exactly, upgrading and futureproofing shipyards isn't sexy compared to things such as christening new ships and getting to name them after something.

No the story is that even the democratic party is right wing and there are only 7 liberals in all of Congress and only one of them is a senator.
