Intelligence agencies investigating mysterious "attacks" that led to brain injuries in U.S. personnel in Cuba and China consider Russia to be the main suspect, three U.S. officials and two others briefed on the investigation tell NBC News. The suspicion that Russia is likely behind the alleged attacks is backed up by evidence from communications intercepts, known in the spy world as signals intelligence, amassed during a lengthy and ongoing investigation involving the FBI, the CIA and other U.S. agencies. The officials declined to elaborate on the nature of the intelligence. The evidence is not yet conclusive enough, however, for the U.S. to formally assign blame to Moscow for incidents that started in late 2016 and have continued in 2018, causing a major rupture in U.S.-Cuba relations.

I think it was a mistake to publicize that the US thought it was Russia because it then begs the question: What are we going to do about it?

I think a better approach would have been to keep quite and confirm that it was it fact the Russians. If confirm, we should do to them what they have done to us. Once a sufficient number of Russian diplomats have been impacted, we could go public with our suspicions. Russia would suspect that the US was the cause of their problems but, like them, we could deny any involvement.

Russia is a country ruled by criminals. No amount of financial sanctions will change their behavior. No amount of sacrifice by their citizenry will change their behavior. In addition to the sanctions, Russian government officials must be made to feel the same pain that they inflict on others.

Perhaps this operates with a repeater placed inside of either hotels infrastructure.

I'm guessing it's indiscriminate since they were attacking entire families.

The concussion trauma might have a pattern of dispersal that could indicate which frequencies.
