The Justice Department's internal watchdog has concluded that James Comey defied authority at times during his tenure as FBI director, according to sources familiar with a draft report on the matter. One source told ABC News that the draft report explicitly used the word "insubordinate" to describe Comey's behavior. Another source agreed with that characterization but could not confirm the use of the term.

In the draft report, Inspector General Michael Horowitz also rebuked former Attorney General Loretta Lynch for her handling of the federal investigation into Hillary Clinton's personal email server, the sources said.

Actually, it was Obama's FBI that started this investigation:

James Comey appears to have inadvertently played a role in his deputy Andrew McCabe's expulsion from the FBI.

According to a source familiar with the investigation that led to McCabe's firing, Comey -- then FBI director -- asked the bureau's internal Inspection Division to look into an Oct. 30, 2016, Wall Street Journal story that included leaks from inside the bureau. The Inspection Division took on the case and started trying to determine who was responsible for the leak. When they realized McCabe, the bureau's deputy director, was a likely culprit, they handed off the investigation to the Justice Department's inspector general, according to an IG report released late last week.

Sorry those pesky facts run your narrative, yet again.

So then where's the "tons of pressure" not to release it coming from, and why would it matter to a GOP DOJ anyway if the GOP wants the GOP DOJ to release it?

I still don't understand how that's partisan politics. Comey is a Republican, the "deputy" to Mueller, who was appointed by Bush II.

Seems ROC has forgotten what the leak was about: It wrongly stated that there was no ongoing investigation into Trump's campaign and the Russian interference or connections to it.

The leak was the reason Christopher Steele spoke with journalists about his findings. He had been told the FBI was looking into the matter and when he read that it wasn't, he tried to "ring the bell" before the election, feeling that Trump and some in his cadre were national security threats and possibly witting/unwitting Russian agents.

As I said before, this report may be damning to many of the DOJ players, but the gist of the wrongdoing was more about how Hillary was publicly pilloried, going against the stated policies regarding influencing the electoral process, while any hint of Trump's transgressions were kept completely quiet by the FBI, then misstated in the 10/30/16 leak.
