That's false.

The original question was about thresholds for telling ICE about arrests including MS-13 gang members.

Trump went off on a tangent and started talking about all the people he was deporting "at a level that never happened before". He wasn't specifically referring to MS-13 gang members.

Fresno County Sheriff Margaret Mims told the president she was frustrated by how California's laws have limited the ability of local law enforcement officials to enforce federal immigration laws, specifically in regards to the MS-13 gang.

From the White House transcript:

SHERIFF MIMS: Thank you. There could be an MS-13 member I know about -- if they don't reach a certain threshold, I cannot tell ICE about it.

THE PRESIDENT: We have people coming into the country, or trying to come in -- and we're stopping a lot of them -- but we're taking people out of the country. You wouldn't believe how bad these people are. These aren't people. These are animals. And we're taking them out of the country at a level and at a rate that's never happened before. And because of the weak laws, they come in fast, we get them, we release them, we get them again, we bring them out. It's crazy.

The question was specifically about a MS-13 member that Sheriff Mims knows about but can't tell ICE about.

What's with all the MS-13 fixation BS? Why MS-13? There are a lot of them just as bad or worse. MS-13 in the US are lazy fancy boys compared to El Salvador and they aren't looking to come here. How many cartel types do the same? How many born and raised "Americans" are just as bad for that matter. Look at what some of these home grown "animals" do.

The gang began in the barrios of Los Angeles in LA during the 1980s, formed by immigrants who had fled El Salvador's long and brutal civil war. Other members came from Honduras, Guatemala and Mexico.

The MS stands for Mara Salvatrucha, said to be a combination of Mara, meaning gang, Salva, for Salvador, and trucha, which translates roughly into street smarts. The 13 represents the position of M in the alphabet.

MS-13 established a reputation for extreme violence and for killing with machetes. It took root in neighbourhoods dominated by Mexican gangs, and later expanded to other parts of the country.

According to the FBI, the gang has spread to 46 states.

In 2012, the US Treasury designated the gang a "transnational criminal organisation". It was the first street gang to receive the dubious honour, placing it alongside much larger international cartels like the Mexican Zetas, Japanese Yakuza and Italian Camorra.

An apology would have changed nothing, as far as those who mischaracterized it are concerned. Just like Clinton's apology meant nothing to those who mischaracterized or misunderstood her statement. Good thing LAPD incorporates evidence based practice in their fight against MS-13, specifically by supporting sanctuary city policy (notice I didn't suggest sanctuary state policy) in Los Angeles.

Most crime committed by MS-13 is committed within illegal immigrant communities. Illegal immigrants are less likely to report crimes committed against them in fear of risking deportation. Sanctuary city policy affords them space to report and cooperate with law enforcement (ie., snitch on MS-13).

GARCIA-NAVARRO: Los Angeles is a sanctuary city. President Trump would say this is an example of why sanctuary cities don't work. What did the [LAPD] police chief and the acting U.S. attorney have to say about that?

WINTON: Police Chief Charlie Beck was very quick to address this issue. In fact, he pre-empted that question yesterday when talking about this. He points out that MS-13 basically preys on the undocumented. They extort them. They rob them. They rape them. They murder them - that they're the targets. What he says is, we wouldn't have made all these arrests today without the help of the undocumented. So if they didn't trust us and come to us, we wouldn't have a way to capture these people from MS-13.

The people most upset about the super-predator remarks were the African Americans who didn't show up to vote for her, not 'the right'.
