President Donald Trump is planning to sign an executive order that seeks to make changes to a visa program that brings in high-skilled workers. ... [T]he order, which Trump will sign at the headquarters of tool manufacturer Snap-on, would direct the departments of Homeland Security, Justice, Labor and State to propose new rules to prevent immigration fraud and abuse. Those departments would also be asked to offer changes so that H-1B visas are awarded to the "most-skilled or highest-paid applicants."

About 85,000 H-1B visas are distributed annually by lottery. Many go to technology companies, which argue that the United States has a shortage of skilled technology workers.

But critics say the program has been hijacked by staffing companies that use the visas to import foreigners -- often from India -- who will work for less than Americans. The staffing companies then sell their services to corporate clients who use them to outsource tech work.

This order still lets foreign workers come here for the top high-paying jobs. That doesn't seem like a win for President America First. It seems like another win for Corporate America First.

I guess, but it sets the criteria as being importing talent rather than importing low wage workers. I'm not sure it's ideal. They were supposed to be for importing people when there are shortages, but there isn't a shortage.

Trump did not change the H2-B visa program however because he uses that to hire low wage workers at his properties.

He also did not change the language that allows companies to skirt the letter of the law by two common methods:

1) advertising jobs in low circulation local papers and then claiming they could not find suitable help

2) advertising tech jobs with lists of certification requirements that would require 40 years in the industry to acquire for entry or mid-level positions and then using H1-Bs because they got no "qualified" applicants

Trump uses these methods himself. He did not advertise in the large circulation papers but placed an ad in a small paper for the minimum 2 days required by law.

It is a crime that a company can place a help wanted ad for two days in a local rag and then hire a foreign worker. The law should require the job to be posted on major job sites for 30 days before they give up and hire unamerican

The REAL modification should be in the H-2B visa, which The Gripper and his crime family uses to import, exploit and then expel temporary workers for his hotels, resorts and golf courses. Rather than pay higher wages, these exploiters bring in cheaper labor from overseas, claiming that they cannot find locals to fill jobs in housekeeping, dishwashing, gardening and similar work. Pay market and you will fill these jobs with Americans. Who knows--little d might even put to work former autoworkers and coal miners...

Y'know, if done correctly, modifying these visa procedures would be something I could get behind. Right now they are just a way for large computer and tech corporations to do an end around paying willing potential American employees a full wage. And the amount of CORRUPTION that goes into the process is mind blowing.

won't happen.. the reduced h1b's will still go to the corporate sponsors of trump, and americans will still be replaced en mass at those mega corps.

and the really bad tech people will work for the government... like boaz. haha

AP is being vague: The new order would direct U.S. agencies to PROPOSE rules to prevent immigration fraud and abuse in the program. They would also be asked to OFFER CHANGES so that H-1B visas are awarded to the "most-skilled or highest-paid applicants," said administration officials who spoke only on the condition of anonymity despite the president's frequent criticism of the use of anonymous sources.

The order does NOTHING except initiate a study.
