Donald Trump wants to know why Obama didn't do more about Russian meddling. He should ask Mitch McConnell.
Obama tried to do something about Russian meddling but was blocked by Mitch McConnell. Last year, The Washington Post reported that McConnell "voiced skepticism" when presented with intelligence by the FBI suggesting that Russia was trying to undermine Hillary Clinton's 2016 campaign. Because of McConnell's intransigence, the Obama administration decided not to go public with the information, fearing that it would just lead to a partisan squabble and accusations that it was trying to influence the election on Clinton's behalf. (That said, it's unclear whether the Obama administration would have intervened if it thought that Clinton losing was a serious possibility.)
The Obama administration could have done more to publicize Russian interference in the 2016 election, sure. But it failed to act because of partisan pressure from Republicans.
McConnell is pure evil but Obama should not have caved on that. He should have presented the information he had and let the people decide. Weak kneed Democrats are our own worst enemy.
I don't know when Mitch McConnell became such an amoral creature, but it was probably a long time ago in a galaxy far, far away.

I don't know when Mitch McConnell got so much stroke with o'bummer. o'bummer clearly said that nobody could change the election process in the USA.
Trump had often said during the campaign that the election was "rigged" against him. That prompted Obama, shortly before the election, to say, as Trump noted in one of his tweets, "There is no serious person out there who would suggest somehow that you could even rig America's elections, there's no evidence that that has happened in the past or that it will happen this time, and so I'd invite Mr. Trump to stop whining and make his case to get votes."

The fact, (stupid facts!) is that from Obama was speaking in reference and response to the then-Republican presidential candidate's (Donald the Liar Trump) claims that widespread voter fraud would rob him of the election, and his encouragement of his supporters to monitor polling places -- and not at all about Russian interference in the election. (Numerous studies have found that voter fraud is very rare in the US.)

He was responding to Trumps claim of voter fraud at the polling stations.
NOT potential Russian meddling and interference.
And btw this strategy of Trump lying about voter fraud rigging the elections made it extremely difficult for Obama to respond publicly to the threat from Russia.
