Africa has been plundered many times over. The governments are corrupt and the commoners are plagued with disease and pestilence. With all that said, there's enough evidence to suggest that one or two times in the distant past some African civilizations were very sophisticated.

Islam is a religion, not a culture, stupid fellow. There are supposed to be a few things common in all cultures that are Muslim majority (for example Halal Food), but over 90% of that culture has nothing whatsoever to do with Islam.
A Muslim from Pakistan, for example, has nothing in common with a Saudi. The first one has an INDIAN culture and he would not like the Saudi's food or understand his language or dress the same way. Even his marriage and dating customs would be vastly different. And one's a British Democracy and the other is a Monarchy.
How do we get North Africans to fix their own culture?
You could say it's not our problem but the refugees flooding into NATO countries make it ours.
Stop them from coming. Close your borders. Necessity is the mother of all inventions. If they have no where to go, maybe they will fix their own country.
Stoping their arrival doesn't fix the culture.
We may literally have to teach them the value of forgiving and forgetting.
And crazier yet we may have to encourage universal basic income be provided by the governments in countries that were part of the arab spring....least for a few years.
