good point. But consistent political assassinations and power struggles between the military and civilian government, is not a vibrant democracy. It's instability. So my original point still stands, Pakistan is by far the most unstable country in the world with nukes right now.

And as you pointed out, that doesn't mean the nukes aren't safe etc, but it does mean that out of all the countries with them, it is the least secure...

I read that part of the problem/scare with Pakistani nukes is that the gov purposely stores and transports them with minimum security in order to evade detection by Indian satellites... making them vulnerable to theft. That, and nefarious agents within the ISI getting ahold of them.
