ABAWDS [Able-Bodied Adults Without Dependents] is the key term here. Then who determines who is "Able-Bodied"

Then for the past 6 years, States have waved the work requirement because of high unemployment or job availability. I bet they calculate unemployment different than the federal government when it comes to getting government money for these programs.

Sounds good until you read it like this
