Yes, we did the right thing in Wisconsin. Proponents of the rail system conveniently left out the cost of maintenance infrastructure (the ramp-up costs), ongoing worker benefits and the like. The 15 million number was whole-fully inadequate and the taxpayers knew it. Trying to cram a system few would ever use down our throats under the guise that it's "free" is not only BS, but poor judgement as well.
Let's do something about the real problem -CELL PHONES! They must be designed to operate ONLY if the car is in Park and be AUTOMATICALLY placed in stand-by mode (no calls, messages, notifications, badges, etc.) until the car is in Park. The technology exists to do this today, the problem being that the people that would need to do the programming don't want it. Since I ride a motorcycle, obviously I DO want it!!
I would even extend this to navigation applications - paper maps are far better than 3" of screen any time and don't distract you with stupid instructions (turn left in 1500 feet, turn left in 1000 feet , turn left in 500 feet, turn left in 200 feet onto CellStupid Avenue, turn left onto CellStupid Avenue in 100 feet, turn left onto CellStupid Avenue now)!
