1-in-16 Mortgages Delinquent

The pace at which people fell behind on their mortgages slowed during the summer for the third consecutive quarter, but the overall delinquency rate hit another record, a new report shows. For the three months ended Sept. 30, 6.25 percent of U.S. mortgage loans were 60 or more days past due, according to credit reporting agency TransUnion. That's up 58 percent from 3.96 percent a year ago. Being two months behind is considered a first step toward foreclosure, because it's so hard to catch up with payments at that point.

Boehner Not for Sale to White House

Barack Obama has offered John Boehner the hottest ticket in town and he's turned it down.

A spokesman for the House minority leader said that the White House has invited Boehner to attend next week's state dinner with Indian Prime Minister Manmohan Singh, but that Boehner has declined because he already has plans to be back home in Ohio for the Thanksgiving holiday.

Boehner who complained earlier this month that Obama's White House hasn't invited Republicans over to talk health care since April attended a state dinner for Queen Elizabeth in 2007, when fellow Republican George W. Bush was president.

HAMMOND A federal judge ordered the Tangipahoa Parish School Board this week to hire qualified black applicants for administrative positions until 40 percent of these positions are held by black educators, court records show.

The order, signed by U.S. District Judge Ivan L.R. Lemelle on Tuesday and filed into the online electronic court records on Thursday, is the latest development in the decades-long desegregation lawsuit, Joyce Marie Moore v. the Tangipahoa Parish School Board.

"I think (the judge is) letting the superintendent and the School Board know he is very serious about this," said Patricia Morris, president of the parish chapter of the National Association for the Advancement of Colored People. "The orders are meant to be complied with and haven't been."

9 States Have California-Like Troubles Ahead

California, which has been pummeled by economic problems ranging from plunging revenues to political spending battles, may not be alone. Arizona is next in line to suffer some of the same troubles, followed by Rhode Island and Michigan, according to a study released by the Pew Center on the States on Wednesday. Oregon, Nevada, Florida, New Jersey, Illinois and Wisconsin round out the list of the 10 states with the worst economic decay, the Pew Center said in the report.

Biden Motorcade Kills Man Wednesday

Two U.S. Secret Service armored vehicles used to protect Vice President Biden struck and killed a pedestrian in Temple Hills early Wednesday morning, authorities said.

The vehicles were traveling together from Andrews Air Force Base at about 2:30 a.m. when the pedestrian was hit at the intersection of Suitland Parkway and Naylor Road in Temple Hills, U.S. Park Police said.

The drivers stayed on the scene and rendered first aid until police and rescue officials arrived, said Secret Service spokesman Ed Donovan.

The pedestrian, an adult male, was transported to Prince George's Hospital Center in Cheverly with multiple critical injuries, police said. He was pronounced dead shortly thereafter.

Wacko Islamic Extremist Rips Crucifix from Person's Neck

Police arrested 22-year-old Abdul Walid Hamid of Hayward on the evening of Wednesday, Nov. 4, after he reportedly tore a crucifix from a person's neck and scared others at Stoneridge Shopping Center.

Hamid, an employee at a mall kiosk near Starbucks, has been charged with battery, terrorist threats and grand theft.

According to reports, Hamid was yelling "Allah is power" and "Islam is great" while holding a pen in a fist over his head. Witnesses said he shouted anti-Christian comments, said police.

In a case that raises questions about online journalism and privacy rights, the U.S. Department of Justice sent a formal request to an independent news site ordering it to provide details of all reader visits on a certain day. The grand jury subpoena also required the Philadelphia-based Indymedia.us Web site "not to disclose the existence of this request" unless authorized by the Justice Department, a gag order that presents an unusual quandary for any news organization.

President Barack Obama on Saturday described the shooting at Fort Hood as "a crime against our nation," and called on Americans to remember the fallen and honor those who rushed to help the wounded. He also said he would continue to closely monitor the investigation.

"It is an act of violence that would have been heartbreaking had it occurred anyplace in America," Obama said in his weekly radio and Internet address. "It is a crime that would have horrified us had its victims been Americans of any background. But it's all the more heartbreaking and all the more despicable because of the place where it occurred and the patriots who were its victims."
