Treasury Secretary Henry M. Paulson Jr. announced today that the government would offer free hookers and sports cars to Wall Street traders.

"The $700 billion federal bailout didn't stabilize the stock market," Paulson explained. "We're hoping that high-priced escorts will satisfy Wall Street. Nothing else has worked."

Where does Excecutive Power Come From?

I was just reading Article II of the Constitution. It's very short and concise, but I don't see anywhere that it gives the President any power to issue an executive order. The Constitution clearly gives the only legislative power to Congress. So how does the President have any power to make rules or laws? The only power I see granted is to make treaties and nominate (not appoint) Judges.
