      <description>I was just reading Article II of the Constitution. It's very short and concise, but I don't see anywhere that it gives the President any power to issue an executive order. The Constitution clearly gives the only legislative power to Congress. So how does the President have any power to make rules or laws? The only power I see granted is to make treaties and &lt;i&gt;nominate&lt;/i&gt; (not appoint) Judges.</description>
