A 78-year-old Republican state senator in Iowa has been charged with third-degree sexual abuse for having sex with his 78-year-old wife at a care center when she was mentally incapable of consent. State Rep. Henry Rayhons is accused of the assault on his wife Donna on the evening of May 23 at the Concord Care Center in Garner. Donna Rayhon's roommate told authorities that she "heard noises indicating to her that" Henry Rayhons was having sex with his wife behind a curtain. Eight days earlier he was told she lacked the cognitive ability to consent to sex, a police complaint alleged.
A stunning paragraph from the USA Today story: "Elizabeth Barnhill, executive director of the Iowa Coalition Against Sexual Assault, said it used to be legal for a man to have sex with his wife against her will. But the Iowa Legislature passed a bill about 25 years ago that defined such an act as a crime."
