An Oregon school district plans to offer condoms to students starting in sixth grade as part of an updated sex education policy aimed at decreasing teen pregnancy. The plan by the rural Gervais School District comes after a 2013 survey by nursing students found that seven percent of district high school girls had experienced pregnancy and 42 percent of students reported "never" or "sometimes" using protection. "Over the past few decades, teen pregnancy in our community has remained somewhat constant, but higher than the board felt comfortable with," Superintendent Rick Hensel wrote on the district website.

The board decided to include middle school students because the middle and high schools are close in proximity and run by the same administration -- and because middle school girls are getting pregnant too.

"Every few years, a middle school student either becomes pregnant or is associated with a pregnancy," he said. "The board felt that the curriculum should reach the students of the middle school."

But some question whether sixth graders, who are typically 11 or 12 years old, need condoms.

"I have to say that sixth grade to me seems incredibly young," said Amita Vyas, assistant Professor and Director of the Maternal and Child Health Program at George Washington University. "We really don't see high rates of sexual activity when we are looking at 13 and under."

Even though it is statutory rape to have sex with an 11 year old in Oregon one school district insists on aiding in the criminal act. No 11 year old can consent by law to have sex yet these nut crazy liberals insist of giving them condoms to do so anyway.

lets look at this part of the article again.

"If you put it in that context, no, it's not too early to give condoms," she said. "The evidence clearly shows it doesn't encourage sexual behavior but actually helps to delay it."

Now lets look at your amazingly misleading headline which does not appear in the article at all by the way.

So by going by your on uhm, logic, what they are actually doing is preventing statutory rape.

It is a bit young to be handing out condoms, however when one thinks about the fact that you want adolescents to have protection before they end up having sex, it is obviously better to err on the side of "too young" than "too pregnant."

More like product of no sexing. Do you honestly think not having protection keeps people from having sex when they want to, particularly teens? I know the last administration had a moment of disparaging people for living in the "reality based world," but let's not take avoiding that to extremes, ok?

Headline changed. This story has nothing to do with statutory rape. An underage person who is sexually active with another underage person of around the same age is not committing that crime.

Yes by all means, let's ignore what happens in the reality based world and pretend if the kids are not given condoms they will never think of having sex. Ever.

Ok, this debate is simply stupid. Kids this young DO have sex. It was happening in my school. 6th-7th graders were having sex. Keep in mind this is about 30 years ago. If anything it is worse today than it was then. I know what kind of stuff the much younger siblings of friends were doing a decade ago - and they aren't the "bad" kids either.

Sex is natural. I don't condone statutory rape and I don't condone kids having sex - but THEY WILL HAVE SEX. The puritanical view of sex held by some results in kids uneducated about sex and unprepared along with the one of the highest teen pregnancy rates in the first world.

We can only raise our kids with a value system to help guide them...then pray some of it gets thru to them.
I hope I have instilled values, and morality in my kids.

I have no problem with having condoms being made available.

So by your definition if an 11 year old has sex with an 11 year old he or she is not committing a crime but say if they are 16 and having sex with an 11 year old then its a crime?

Needle exchanges reduce rates of HIV and Hepatitis C.
They don't increase rates of heroin use.
So actually, what you're saying makes a lot of sense.

But perhaps you need to review the difference between "offer" and "give."
As in, they're not issuing condoms to every sixth grader. They're offering them.
