In a major diplomatic breakthrough reached with the United States, North Korea has agreed to allow nuclear inspectors from the International Atomic Energy Agency and will implement a moratorium on long-range missile tests, nuclear tests and nuclear activities at Yongbyon, including uranium enrichment activities. In return, the United States will provide North Korea with a large food aid package.

Rep. North Korea Says It Will Abandon Nuclear Efforts

BEIJING, Monday, Sept. 19 - North Korea agreed Monday to end its nuclear weapons program in return for security, economic and energy benefits, potentially easing tensions with the United States after a two-year standoff over the North's efforts to build atomic bombs.

The United States, North Korea and four other nations participating in negotiations in Beijing signed a draft accord in which the North promised to abandon efforts to produce nuclear weapons and re-admit international inspectors to its nuclear facilities.

Ultimately, the agreement will still face hurdles, including the degree of intrusiveness of inspections in the closed North Korean state, as well as to scope and nature of any peaceful nuclear program the North is allowed to retain.

The logic being used was explained when Bush was asked "why Iraq and not North Korea." The answer was "because Korea already has nukes, so we must deal with them differently. Iraq does not yet and we must act to stop them from getting them."

Clinton actually supported an isolationist policy toward NK. It wasn't until Jimmy Carter negotiated that stupid deal (what cabinet position did Clinton nominate him for and what was the Senate confirmation vote count?). Clinton's base cheered and he grudgingly acquiesced.

Clinton should have told Carter to go fuck himself as Carter did not represent the Clinton administration in any capacity whatsoever.

It would be like Bush negotiating on behalf of Obama. Liberal Democrats would rightly scream bloody murder if he tried something so brazen.

On October 9, 2006, the North Korean government issued an announcement that it had successfully conducted a nuclear test for the first time. Both the United States Geological Survey and Japanese seismological authorities detected an earthquake with a preliminary estimated magnitude of 4.3 in North Korea, corroborating some aspects of the North Korean claims.[4]

Close Kan-Iraq already had oil in 2003. Bush knew they weren't working on nukes but all that oil could have been a threat to sea gulls or something.

It took 3 more years for NK to get to the point they scared the shit out of Dubya.

If Kim the newer had said give me munchies or I'll attack SK, that's extortion. Seems, as usual, NK said give me munchies and we'll stop building nukes. Financially, it's a way way lower cost than paying for SK's defence, something they don't seem to want to do.
