The military-industrial complex doesn't care what purposes the weapons are "sold for". They were sold to a brutal dictator to advance a perceived American interest at the time with little or no thought to the possible long-term dynamics of the region. (See also, "The Taliban") Like a typical Rethug neocon, you're whining about a regime doing bad things with weapons a preceding typical Rethug neocon adminstration sold them.
