Very funny, indeed. You are a very smart person. Russia is modernizing their rockets to overcome the missile shield.

This isn't really surprising. Russia has had a history of national paranoia spawned by fighting off multiple invasions throughout their history. They kept control of the Warsaw Pact countries after WWII partly because it formed a protective barrier between them and the west.

They don't understand the Bush administration's fear of terrorist with missiles, and Bush doesn't understand Russian paranoia.

Russia exports a lot of oil. Rising oil prices have given the Russian government a lot more money to spend. Putin and his protege seem to want to spend that money on repairing/building up their military.
