The President of the United States shouldn't "ask" people to spearhead delegations of any sort. As a citizen of this country we should all strive to serve at the discretion of the President. The fact that Cheney would even think about refusing an order goes to show how little weight Bush's words hold. It is also a big clue indicating who has(not) really been running our nation over the last 8 years.

This President serves a higher master. He can't even delegate authority in his own cabinet! This lack of respectability is what allows the Pakis to dictate the WoT, the Russians to dictate Eastern Europe, Wall Streeters to dictate monetary policy, and OPEC to dictate our economy.

Er, reality check. You begin with a flawed premise and then proceed as if it were a valid assumption.

The Vice-President holds an independent office with prescribed constitutional duties, and is not subject to orders of the President.

In a staff meeting Bush ASKED Cheney if he'd be interested in the job, and Cheney said that he would not be a good choice. Others of the staff agreed that Cheney would not be the best person for this particular task.

So Cheney knows his own strengths and limits, and makes decisions based on that.

For example, Osama is not qualified to be president, but I would hire him to mow the lawn.

In March 1997, just 2 months after Bill Clinton's 2nd Inaugural, I attended a conference at which David Gergen was the lunch speaker. He said that he thought he knew who the Republicans were going nominate in 3 1/2 years to run in 2000 -- "George Bush". When the crowd's murmurs got audible enough, he said in showman fashion, "Not the George Bush you're probably thinking of. Instead, or President George Bush, you should be thinking of George Dubya Bush, the new governor of Texas."

Gergen then went on to explain that several powerful and influential members of the GOP were gathering a movement to make this "compassionate conservative" and aggressive campaigner be their party's flag bearer in 2000.

Amazingly, no one pinned him down as to who these influential people were, or no one believed him enough to pursue the question. But in retrospect I should asked if Cheney, Wolfowitz, Kristol and Rumsfeld were in that group of neocon insiders who were recruiting Dubya to be their happy face to their sordid plans.
