When you stop the activity of people who have NO other way to make money for their families (the lower end of this trade) without first creating some other type of job, you develop problems to large to handle adequately!
This is what's currently happening, under this crime wave, and will continue to happen, until the Mexican Government gets smart! They have a plan, possibly to legalize most limited quantities of drugs, thereby reducing some prices locally.
Yes Bernard, the drug problem, in MEXICO, is FAR worse than the United States! Drugs AND AIDS are epidemic here, and few IN CHARGE are capable of doing anything about it, or feel, if ignored, will just go away, because they have their hands inside THAT cookie jar, MONET POT, to far to release their grip successfully!
Legalize it ALL, register addicts in the state, allowing them to go to clinics for shots, stamping travel vouchers for authorized use of out of state clinics, while on vacations, doses adequate to the amount necessary per individual. Sell marijuana cigarettes, by ten pack, through a State run store, similar to the state liquor stores in Washington State, taxing them adequately.
Limit the prices to cost of materials, plus office fees, (say $25 - 30, $5 - 10 for the product), the rest for the fee for H or Coke, and say $10 for the reefers, tax (Federal and State) included. Supervision required at all times!
This would reduce the amount of DEA and other drug agents utilized in this arena to that needed to hunt down and arrest true criminals, and further reduce funding at the State and Federal level! In the United States, Mexico AND around the world would allow for the expansion of several recovery programs AND needed additional projects!
Simplistic, but would be effective in reducing these heinous crimes!
