Inmates who can afford it can have means to provide themselves with minimal protection against rape and molestation. Poor inmates will evidently have to do without.

I don't object to it, but it seems odd to install condom machines in prison. Are there any studies to indicate how much prison sex is actually consensual vs. rape or otherwise coerced?

It seems like a better policy would be to screen all inmates for communicable diseases, isolate the ones that have one, and then separating "hardened" criminals from first time offenders and those who could easily be victimized.
