Bullshit. Speaking as an IT professional who just happens to also work for a city government, I can tell you this guy is an asshole. Watch how long it takes them to crack his password, fire him and prosecute. The first thing you should have learned in programming school is that there is always someone smarter than you.

I waste a hell of a lot of my time, not to mention breath, explaining to clients exactly how to supplant policies to prevent just this sort of thing. As long as there are a lot of really stupid people owning these systems my job is pretty safe.
