You could equip every house in America with solar cells.
You could build solar-concentrating power plants producing 100 gigawatts of electricity, enough for 40 million houses.
You could build 50 new nuclear power plants.
You could fund desalinization r&d and build water pipelines to grainbelt states to replenish rapidly disappearing aquifers, maybe even before desertification due to climate change spreads north from Mexico, where it is currently a reality. (Yes, they'd have to be really big pipes.)
You could fund enough r&d in energy conversion and storage to make our current energy problems more like footnotes than headlines.
You could pay the interest on the national debt for a year and a half.
You could have held the explosion in the national debt under George W. Bush's command to a 50% increase instead of the actual (so far) 57% increase.
You could give every voter in Venezuela $45,000 to vote for someone other than Hugo.
You could give Israel its annual $6B gift every year for the next 100 years.
You could fund 600 new medical schools (which would work wonders for medical costs.)
