Is this due to a cost-benefit analysis?
Are the preponderance of the people in those schools unable to benefit from the teaching? Is the money better spent elsewhere? Are these teachers more advantageously positioned elsewhere?

Simple soultion -- We import mediocre graduate physics students from those very large countries China, India and Indonesia, and then give them visas to teach physics here in the West. The upside, they'll work for a lot less than mediocre US physics teachers (or English teachers paid to teach physics). The downside -- They might write home and tell their fellow countrymen just how scientifically illiterate most of their American stuents really are.
