When, oh, when will we implement the following energy policies:

1. Offer Federal rebates to car buyers who purchase cars that get 35 MPG and even higher rebates for cars that get over 45 MPG?

2. Encourage the development of PHEV automobiles for commuters?

3. Encourage solar and wind-power on the corporate, home and local business scales, by mandating that utilities go to net metering pricing.

4. Tax all petroleum usage so that it compensates the public impacts of the country's excessive petroleum dependence (i.e., war financing costs, Iraq occupation costs, Arab sheiks sticking it to the West costs, road and infrastructure replacement and repair costs, air pollution mitigation costs, maintaining a fleet in the Persian Gulf costs, protecting Japanese and Chinese oil tankers transiting the Indian Ocean and South China Sea costs, etc.).

5. Subsidize urban and inter-urban rail transit to make commuting less costly.
