The corps estimates that it would cost roughly $200 million to bring the 70-year-old levee system into compliance -- quite a challenge for a region that is home to East St. Louis and several other deeply impoverished communities trying to attract development.

The assessment of the five-levee system is part of a nationwide effort to update FEMA's flood maps. The levees' failure to meet the agency's standards means that when the updated maps are published in 2009, they will no longer show the levees as providing protection from a 100-year flood, according to Norbert Schwartz, the agency's director of mitigation for the region.

Rather, the 195,000-acre region -- comprising parts of Madison, Monroe and St. Clair Counties -- will be considered an unprotected flood plain. Such a designation would require homeowners with federally backed mortgages to buy flood insurance, could raise flood-insurance rates and could affect the region's economic development.

I just heard a report that the Des Moines arboretum is the designated shelter, and it's been overrun with white people. The reporter said FEMA has failed to provide adequate supplies of meatloaf, mashed potatoes and coffee.

There is an interesting project that has been going on for a while in Louisiana by the Army Corp of Engineers. It's called the Old River Control Station. It keeps the Mississippi from returning to it's last route, the Atchafalaya River.

Over the last 10K years, the M. river had been switching its course between the A. river and its current path and as far North as the North Shore of Lake Ponchatrain.

The River wants to return and the A.C.O.E is having trouble keeping the river back.

Yeah FYI.. privately-owned dams are very common in the northeast, and during some severe flooding in NH back a year or two ago, it really came to light how variant the maintenance is on those damns. Some held as well or better than government-owned dams. Others collapsed almost immediately and did some pretty major property damage and bodily damage.

I always loved this song -- it's a classic.

Work didn't stop, but budgets were "streamlined".

ACOE was forced to get rid of the good 'ole boys they had in middle management position and the projects that never should have been Federal projects like those contracts that went to friends of Gov. Blanco and Mary Landrieu (Senator from LA)!!!

There was TONS of waste in that agency and Katrina exposed it!

If the Corps wanted to stop work on critical projects, then that is the fault of the Corps!!!!

What do Republicans have to do with the years of incompetence of the Corp? Can you explain that?

That is the truth. You're the one who needs to go back an re-read the facts, not me.

I am just so happy to see the corruption in Louisiana finally get some air. It has no party affiliation, but in LA, the most corrupt happen to be Democrat and it's finally exposed after all these years. Mary Landrieu will probably not be the Senator from LA next year. And, thank God!

Just a quick answer -- my point was about prevention of the levees breaking PRIOR to Katrina. Bush taking away funding for levee repairs was responsible for that and for Iowa's levees not being maintained and repaired. I don't know enough about LA politics to debate what was or was not provided to everyone in LA AFTER the levees broke. That would take all night on this thread.

And to expect ANY state governor and one city's mayor to handle every detail on their own after a category 4 hurricane inflicted a major disaster of epic proportions is idiotic. LA needed federal help immediately -- as much as they could get -- and they needed FEMA up and operating immediately. They got neither. No state on its own is equipped to handle it. We looked to the rest of the world like some third world country with people in New Orleans left for days on the rooftops of their homes to die of thirst or drown and packed into that arena with no food or water. Bush embarrassed us before the entire world.

Bush hates every U.S. agency set up to help the American people. He has privatized, downsized, underfunded and eliminated every single program and agency he could get his greedy hands on. Under Bush FEMA went to hell.

This is outside the scope of the argument, but the politics of the party of the two mentioned above have been misappropriating Federal funds for decades. This is what led up to the disaster in New Orleans. Of course Gov Blanco had problems dealing with the Huricane and it didn't help her to blame the Feds for her incompetence. Her cohorts of years before had screwed up so badly, that they literally turned a city in the richest country in the world into the third world. I remember visiting parts of N.O. that looked like you were in a foriegn country. Gave me the willies. I got off I-10 to get gas and drove into another world. The entire neighborhood supported by Federal Money. This was around 1999-2000.

But, the tradition of corrupt started with Huey Long and ended with Bobby Jindal (said in the same way that Hank Hill says Bobby) Lord Willing.

In Ohio you can not build in a Flood Plain?????? Why build an entire City in Flood Plain? It is called a Flood Plain for a reason.
