I'm always suspect of these bizarre stories of what are later discredited accusations of sexual misconduct. Remember all of those cases and "experts" who supported the recalled forgotten memories that were a fad, later rejected as bogus, and as implanted memories. Remember the McMartin case in California, where the family that ran a day care was accused of bizarre activities that were proven false, a case that dragged on for years. That investigation was started by a psycho. But the "save the children" crowd often overreacts. And many of the investigators are untrained and implant ideas in malleable children.
And remember, this is Texas, and small town Texas. And the religious there are sometimes off in a world of their own.

I knew a girl, who later spent a short time as a prosecutor in a smaller Texas County. She tried her first solo case, a drug case, and told me that the evidence as she presented it did not seem to support a conviction. No matter. Conviction followed. That's Texas, a prosecutor's paradise, and with sexual accusations, and the disapproving local church involved, the sky's the limit.
I'm a bit skeptical based on the bizarre nature of the charges and the lack of detailed information in the report. I suspect that the investigation was botched.
Remember that this is the state where child welfare authorities orchestrated a raid based on false information, raided the FLDS compound, and snatched nursing babies from their mothers so that their minds would not be contaminated by FLDS doctrine. This was for "the good of the children" at that early age. It's also the state where the Waco Massacre occurred - for "the good of the children," of course.
