You can't make bombs out of low level nuclear waste. Low level waste is stuff like the gumby suits the employees wear, water pipes, tools that may have been near (but not touching) nuclear fuel, etc.

The main reason people don't like nuclear energy power plants is because of the governmental short cuts and lack of responsibility in funding for its safe disposal, the government has proven throughout history that they will not provide the necessary means to protect the masses from the poison no matter what the cost.
