Iraq's security forces have made "uneven progress" and will be unlikely to take over security on their own in the next 12 to 18 months, according to an independent assessment. The study, conducted by a 20-member panel led by retired Gen. James Jones, is one of several independent studies Congress directed in May. A copy of the 37-page report was obtained by The Associated Press.

Couric: 'Real Progress' In Iraq

The Interior Ministry and the National Police force it operates have long been regarded by observers as being infiltrated by sectarian Shiite militias.
"Such fundamental flaws present a serious obstacle to achieving the levels of readiness, capability, and effectiveness in police and border security forces that are essential for internal security and stability in Iraq," the report says.
"Sectarianism in its units undermines its ability to provide security; the force is not viable in its current form. The National Police should be disbanded and reorganized," it says.



Oh is that it? Only another 1500 dead American soldiers before the Iraqis get around to standing up?

Hey, we just need to get rid of the Iraqi security forces, too. That's only about 60% of the armed forces of Iraq-shouldn't be a problem. Getting rid of the army worked out real well in 2003 didn't it?

What the report means is that it will be 12-18 months before they will have to predict that it will be at least another 12-18 months agains...ad infinitum.
Truth: the Iraqis will never get along cuz
a. they have religious hatreds going back 1000 years.
b. the Sunni area of Iraq does not have oil
c. the Shia hate the Sunni and will never "donate" oil profits to them
d. Al Quaeda will continue to operate there as long as Americans are there

When a senior congressional Republican warned Dick Cheney in August, 2002, the United States would get mired in Iraq, the Vice-President reportedly scoffed.

David Walker, head of the Government Accountabilit Office, testified yesterday to Congress that there is a grand total of 4500 Iraq troops capable of acting independently - down from 10,000.

At that rate, they should have 375 ready in 12-18 months, then we can leave, right?

The Iraqi army has no intention of standing up, the Iraqi government has no intention of leading. If we don't get a president in '08 who will end the war, we'll never leave.

If you Republicans want to keep the White House, you'd better nominate Paul. America isn't going to vote to continue the war for another decade.

State Department official says political solution 'hopeless'

The confidential version of Congress' Congressional Research Report on Iraq declares that Iraq's government is "in collapse," according to the New York Daily News' James Meek, who first acquired the report.

The report was completed Aug. 15 for the House and Senate, as President Bush geared up for a fresh battle with Congress over his intent to 'stay the course.'

"My assessment is that because of the number and breadth of parties boycotting the cabinet, the Iraqi government is in essential collapse," Kenneth Katzman, the author of the report, said, according to Meek. "That argues against any real prospects for political reconciliation."

Without a political infrastructure in Iraq, any military progress would be short-lived, he added.
