Rudolph W. Giuliani has been broadcasting radio advertisements in Iowa and other states far from the city he once led stating that as mayor of New York, he "turned a $2.3 billion deficit into a multibillion dollar surplus." The assertion, which Mr. Giuliani has repeated on the trail as he has promoted his fiscal conservatism, is somewhat misleading, independent fiscal monitors said. In fact, Mr. Giuliani left his successor, Michael R. Bloomberg, with a bigger deficit than the one Mr. Giuliani had to deal with when he arrived in 1994. And that deficit would have been large even if the city had not been attacked on Sept. 11, 2001.

Clinton's presidency included the longest period of economic growth in America's history, credited in large part to budget reforms as well as the peace dividend following the demise of the Soviet Union. After numerous reports revealed that the federal budget deficit would be far greater than expected, Clinton quickly made cutting the deficit a high priority. Clinton submitted a budget that would cut the deficit by $500 billion over five years by reducing $255 billion of spending and raising taxes on the wealthiest 1.2% of Americans

The Clinton presidency left America with record economic growth and prosperity:

Average economic growth of 4.0 percent per year, compared to average growth of 2.8 percent during the previous years. The economy grew for 116 consecutive months, the most in history.[29]
Creation of more than 22.5 million jobs--the most jobs ever created under a single administration, and more than were created in the previous 12 years. Of the total new jobs, 20.7 million, or 92 percent, were in the private sector.[30]
Economic gains spurred an increase in family incomes for all Americans. Since 1993, real median family income increased by $6,338, from $42,612 in 1993 to $48,950 in 1999 (in 1999 dollars).[31]
Overall unemployment dropped to the lowest level in more than 30 years, down from 6.9 percent in 1993 to just 4.0 percent in January 2001. The unemployment rate was below 5 percent for 40 consecutive months. Unemployment for African Americans fell from 14.2 percent in 1992 to 7.3 percent in 2000, the lowest rate on record. Unemployment for Hispanics fell from 11.8 percent in October 1992 to 5.0 percent in 2000, also the lowest rate on record.[30]
Inflation dropped to its lowest rate since the Kennedy Administration, averaging 2.5 percent, and fell from 4.7 percent during the previous administration.[32]
The homeownership rate reached 67.7 percent near the end of the Clinton administration, the highest rate on record. In contrast, the homeownership rate fell from 65.6 percent in the first quarter of 1981 to 63.7 percent in the first quarter of 1993.[33]
The poverty rate also declined from 15.1 percent in 1993 to 11.8 percent in 1999, the largest six-year drop in poverty in nearly 30 years. This left 7 million fewer people in poverty than there were in 1993.[34]
The surplus in fiscal year 2000 was $237 billion--the third consecutive surplus and the largest surplus ever.[33]
Clinton worked with the Republican-led Congress to enact welfare reform. As a result, welfare rolls dropped dramatically and were the lowest since 1969. Between January 1993 and September of 1999, the number of welfare recipients dropped by 7.5 million (a 53 percent decline) to 6.6 million. In comparison, between 1981-1992, the number of welfare recipients increased by 2.5 million (a 22 percent increase) to 13.6 million people

Rudy is possibly the most dishonest of the candidates in either party.

He doesn't "mis-speak" - he lies. He knows perfectly well that his surplus turned into a deficit in his last term. To boast in commercials that he "turned a deficit into a surplus" out of that context is completely bogus and a lie.

I can't wait to see the "we plan on raising your taxes' democrats go after Rudy on the "fiscal responsibilty" issue.

When are democrats going to realize that going over, with a fine tooth comb, GOP political ads and statements on issues that are Republican strengths -- is a losing prospect for them.

Oh right. Admirable fiscal record. Do you mean, for example, when Rudy decided it wasn't necessary to replace the communcations system the fire departments and police departments were using and that failed so badly during the FIRST World Trade Center bombing in 1993? Which left the first responders with defective communication equipment, causing untold numbers of first responders to die during the 2001 disaster? THAT sort of fiscal responsibility? Or maybe the fiscal responsibility that cause Rudy to decide to place the Emergency Command Communications Center IN the World Trade Center so that when it was destroyed in 2001 it also destroyed the Command Center, again causing untold numbers of first responders to die during the rescue efforts? THAT sort of fiscal responsibility, huh? Yeah, great track record. Must be why the firemens unions in NYC are so much behind Rudy. Oh wait, I forgot...they aren't.

There may be something Rudy can brag on, but this ain't it. Just another repulsican string of fairy tales and outright lies. Doesn't surprise me a bit. It's what I've come to expect from repulsicans and those who still blindly make excuses and support them.


George Bush destroyed any pretense that the GOP is better than the Dems on much of the old list of supposed Repub strengths; smaller government, better at fighting wars, fiscal responsibility....no one believes that nonsense anymore.

I'm sorry, but it's hard to take a guy serious when he looks like THAT.

What i find funny is Republicans always talk about cutting taxes and fiscal responsiblity but what they really do is cut taxes and run huge deficts that thier kids will have to Pay off. which makes me ask why do republicans hate their kids so much? I would love a tax cut as much as anyone would but first balance the budget, then run a surplus, then cut taxes. To cut taxes first is foolish, it's spending money you dont have. If you could show me a republican who could would do that, i might even vote for him but all you ditto heads hear is tax cuts and never ask how are we going to pay for that. I guess that's the next generations problem. So please anyone of you who has been fellating Ruby explain to me how he is going to Balance the Budget, Run a surplus and i want numbers not just he will reduce spending. What sending, how much. And how without knowing that can you support a tax cut? Sarge, you forgot to mention that the big crash of 2001 started under Clinton. There never was a surplus except a projection on paper. Your boy is not the shining light you think he is.

Why is it righties can't bash Clinton without redefining terms? The recession (not "crash") of 2001 began in March, months after President-Elect (President-Select?) Bush had been jawboning about the recession we were already in.

Giuliani has a good excuse- he was practically living at Ground Zero. What does the public expect from a super hero?

He started with a deficit of $2.3 Billion and by the end of his term had more than doubled it. If that's what Republicans these days call an "admirable fiscal record", forgive me if I disagree.
