The only way that is happening is when the sunnis accept the fact that they're #3. That and when the shia majority "cleanse' Baghdad and other areas and impose a shia majority on the areas. The kurdish president said they and the shia could "deal with" the sunnis jihadists in about two weeks, if left to their own devices.
Unfortuately, the saudi/Bush policy is that the sunnis be treated as equals to the majority and in the government.
Iraq isn't even about Iraq anymore. Notice how we never really went after al queda until the sunnis got tired of them? As long as the al queda targets were principally shia, we were cool with that. As long as their plan was to terrorise the Iraqi government into concessions for the sunnis, it was all good. It's all about Bush trying to put the Iranian/shia Pandora back in the box after he let it out.
The Iraqis are just human body armor in this proxy war.
