Because hiring contractors makes it seem like we have fewer feet on the ground in the two theaters, and that it masks the fact that we don't have enough soldiers to handle two fronts at once.

In essence, it's a cheap accounting trick.

But what else would you expect from this bunch?

Oh, and lest I omit stating the obvious: there's a lot of money to be made by these private firms. If the military did all the, well, military work, then there would be fewer juicy contracts to go 'round. This is, after all, the most profitatble operation in military history.

It also pervades the appearance of a "scaled down" military, as one of the largest populations of personnel are "support".... the drivers, cooks, janitors, etc.. I'm not sure I got this figure right anymore, but I remember something to the effect for every 1 front soldier, 3 rear support people were needed.

Basically in the 90's clinton and company got charged with scaling down the military... aside from closing bases, the outsourcing of major aspects of military operation was another key change.
