You're missing the point. When you do a parody of someone or something, do you talk about that thing before you do the parody? No, you simply do the parody, and if done properly people will know what you are making fun of.

The only reason you would talk about the 9/11 conspirators prior to talking about your own conspiracy would be to legitimize your conspiratorial beliefs.

Let's say I'm doing a parody of Larry Mohr's typing. Do I post a quote from Larry first, or do I simply type a phrase like "mmm YumMy hookErs in My baSement?" I do the latter, because that's what a parody is.

I can't speak for MS. Why he did that, I don't know. I know I've done casual parodies in a conversation or at a party and cited what I was parodying. Maybe MS thought that there would actually be people out there listening who were stupid enough to think he was serious. So he cited another obvious parody (9/11) to clue those people in. I don't know. At any rate, if that WAS the reason, it obviously didn't work. He underestimated the IQs of his listeners and readers, I guess.
