While Seceratary of State Powell never publicly went against the president. Behind closed doors or before a decision by the president is one thing, but when out in front of the cameras Powell was staunchly loyal.

I'd say not just since 1994 but since about 1980 when the extreme right took over what had been a moderate-right party. There were some pretty nutsoid people in that show back then, too. Replacing Cheney with Rice would simply be a move from an evil bully to an evil incompetent.
