Poor planning. Where have I heard that before?

The only genuine "handover" which will ever occur is when we feel we have gotten our asses kicked long enough with no end in sight, and just unilaterally pull out. (Much the way we just unilaterally went in.) At that point there will be a handover by default.

Hey, the Iraqis say they can run their country by the end of 2006. Who are we to argue?
Lets' plan (better than this, or anything else so far) our victory parade down to the docks at Basra and back home.
Actually, I suspect they just found out the guy they were gonna turn it over to was a sadr loyalist.
