I really know very little about these cases as far was what evidence exists. But wouldn't planning how you are going to blow something up and then beginning to scout it for just that reason prove "intent"? It is difficult to prove. Certainly having phyisical evidence such as explosives makes it much easier. But I don't buy that you have to wait until the attack is almost ready to arrest these people. They may be stupid but stupid people are usually the most dangerous. An unsuccessful attempt at taking down the Sears tower would still kill people, for example.

I feel sooooo safe knowing that we have the Keystone cops and the office of duct tape security all over those lean, mean and hungry terrorists.
