At issue is whether the Bush administration has violated an international ban on torture and abuse of prisoners in the war on terror.

Bush can't explain away the fact that our CIA flew prisoners to other countries to "help" us with "interrogation." If Bush is found guilty of knowing and approving of these torture techniques -- he knew and he approved -- then he can be tried as a war criminal, right?

GENEVA (AFP) - US officials told the UN's anti-torture body that the United States had held 103 courts martial for mistreatment of detainees in Iraq and Afghanistan, under a broad clampdown against ill-treatment.


Another 170 investigations are still under way, US Deputy Assistant Secretary of Defense Charles Stimson said during Washington's first appearance before the UN Committee on Torture since President George W. Bush unleashed a "war on terror".

The US delegation reiterated that the use of torture or cruel, inhumane and degrading treatment by the US military or intelligence services was outlawed, wherever they may be operating.

But in response to questions from the 10 legal experts on the United Nations panel, the officials indicated that Washington had been obliged to act in a broad manner following revelations of ill-treatment in recent years.

US State Department legal counsel John Bellinger said allegations of mistreatment of detained "enemy" fighters emerged several years ago.

"I am not trying to minimise their significance in any way at all, but to emphasise that without question our record has improved," Bellinger told the panel.

"We now have more rigorous laws, more rigorous procedures, more rigorous training and more rigorous monitoring mechanisms," he added.

Army field manuals and policy have been revised and the updated versions would be published soon, after being examined by Congress, the committee heard.

The changes include specific instructions prohibiting the use of "waterboarding" by the US military, Stimson said.

Human rights groups have sharply criticised the United States for refusing to state that the interrogation technique, in which the prisoner is made to feel he is drowning, was torture.

US officials claimed a limited survey released by the advocacy group Human Rights Watch underestimated the degree of intervention against mistreatment.

"To date there have been 103 courts martial, 89 service members were convicted which represents and 86 percent conviction rate," Stimson told the committee.

He did not state exactly where the detainees were held but insisted that official attempts to root out torture and mistreatment among troops deployed in Iraq and Afghanistan were extensive.

What is the difference between the UN investigating the US for torture and the US government's warrantless wiretaps on US citizens? Those who approve of the warantless wiretaps on the basis of "if you have nothing to hide then what is the problem" should not object to this investigation. Personally, I find the very idea that the United States government, in the name of all US citizens, could be implicated in even the most distant way with torture of other human beings repugnant in the extreme. I still remember the lessons of the Nuremburg Trials. We had the moral high ground then. Where are we today? Lumped in with inhuman regimes like China, for heavens sake. How far we have fallen in so short a time.

Investigations by themselves don't mean shit. For the most part, detainees are treated very well by US captors. Hell, you could personally accuse me of rape (even though I've never met you, much less touched you). Does this accusation and subsequent investigation into such make me a rapist?

Not true, nearly every member of the EU treates they're prisoners better than we do, some asian countries treat they're prisoners better than we do. We rank right up there with south american countries in terms of prison systems. And we are the world leader in prison rape and executions, not to mention imprisonment in general.

We should be leading by example on this, not just looking around to make sure we aren't abusing our prisonsers worse than everyone else.

With respect to the article they got alot more than squat. They got video's, pictures, witnesses. As for your child molestation trial, I haven't really been following that.

I only have direct experience with how prisoners are treated/maintained in Japan, Vietnam (South,) Thailand, Mexico, and in the US. However, I have been told that as far as treatment of military prisoners (enemy and our own) goes, the US is more like a "mommy" than it is a "guard."

Working with military counterparts from Australia, Korea (South), Great Britain and Thailand was a revelation and since they indicated that even their civilian prisons treated the prisoners with much more discipline than did US military POW or regular prisons. . .

Indeed, every country in the world has good and bad prisons, and generalized comparisons over national borders is a misdirection from the fact that the US is at least in the top 10% of favorable prison standards and treatment of prisoners -- I would guess top 1% because anyone visiting a Japanese prison (as enlightened and advanced as they are) is in for a shock!!!

Even British institutions are infamous for mistreatment, or at least "callous" treatment; as is all of the Commonwealth, even Canada!

Go sell your "I hate the United States" to someone else -- to more of your Leftist trash, you subversive twit!
