Net neutrality isn't a magic wand that will level the Internet and make everyone happy. And the QoS plan as I understand it isn't to price independent sites out of business; it's to offer more bandwidth to larger sites that require it for a fee. I know many people think that extra bandwidth will come at the expense of the little guy, but I think it's far more likely that tiered service will promote innovation on the part of the telecoms. Consumers won't accept a marked decrease in speed or availability on the net. So it stands to reason that if the telecoms want to make everyone happy (and maximize their profits) they'll need to find ways to increase the amount of data that can be sent through their networks.
