Domestic drilling and Keystone XL pipeline will remove US exposure to instability in the middle east. This will effect futures and speculation. Higher supply of fuel will lower prices by simple supply and demand.

Problem is only so much of a barrel of crude oil can be turned into diesel and we use most of that for heating, highway trucking and diesel's second cousin aviation fuel. Europe had sweet crude, natural gas and compact travel.

This way, they can start making a decision on how to best avoid the "danger" that they see now and at the same time begin the building of the sections that would not change given that decision.

You start from the unquestioned portion at one end or another and begin work until the government decides the best way to avoid the issue.
