WASHINGTON – More than 24 million voter-registration records in the United States -- about one in eight -- are inaccurate, out-of-date or duplicates. Nearly 2.8 million people are registered in two or more states, and perhaps 1.8 million registered voters are dead.

Pew's solution: create a multistate data center to give officials voter registrations, motor vehicle records and death certificates from other states, allowing them to spot records that could be removed. That effort is starting this year with Colorado, Delaware, Maryland, Nevada, Oregon, Utah, Virginia and Washington.

Experts say there's no evidence that the errors lead to fraud on Election Day. "The perception of the possibility of fraud drives hyper-partisan policymaking," said David Becker, director of Pew's election initiatives. But inactive voters do cost money. Inaccurate lists mean wasted money on mailings and extra paper ballots.

Before all you "there is no voter fraud" jump in there.

My point is that the process is that flawed.

The Brennan Center for Justice, which has been working on voter registration issues, is also pushing for a modernization of the system but cautions that states need to take particular care to not rush to eliminate voters from their rolls. Lawrence Norden, an attorney at the center, said there have been a number of cases in recent years where people have been improperly removed from the system based on an incomplete match -- for example, two people who have the same name and birthdate.

"This is something that has to be done very carefully," he said.

Some states have adopted laws in the last couple years to require photo IDs to vote -- hoping it would prevent fraud even though examples of such cheating are rare. That tactic was one the Brennan Center is directly opposing.

Linda Lamone, the administrator of elections in Maryland, said the Pew work has already pushed the state toward online voter registration, which will also allow voters to update their information electronically. Maryland has also changed its system so that voters who choose to register while getting a driver's license must complete the process there. Previously, voters had to separately file paperwork and the state ended up having conflicting information about registrants.

The Real Victims of Voter Fraud

Liberals insist that a) there is no voter fraud in America, and b) anti-fraud measures are really intended to suppress the votes of the poor, the elderly, and the more vulnerable members of our society. Well, tell that to the voters of Troy, N.Y.

A Democratic county elections commissioner and former city councilman are on trial for absentee-ballot fraud. Four other Democrats have already pleaded guilty in the case. The ongoing ballot-fraud trial shows that the real victims of voter fraud are all too often the poor, the elderly and the more vulnerable members of our society.

The trial is now in its third week. So far, prosecutors have presented 46 witnesses who have testified that their ballots were stolen. Who are these victims? According to the Times Union, they “have included public housing residents, college students, the semi-literate, a deaf man, the chronically ill and non-English speakers.”

Sounds a lot like vulnerable members of society, no?

All of them had ballots cast in their names in the 2009 Working Families party primary.

But pay no attention to this story. According to the New York Times, there is no such thing as voter fraud in the United States. After all, Troy is at least 150 miles outside of Midtown.

None of these explanations are true. There is almost no voting fraud in America. And none of the lawmakers who claim there is have ever been able to document any but the most isolated cases. The only reason Republicans are passing these laws is to give themselves a political edge by suppressing Democratic votes.
