A $1 billion, 250-megawatt solar farm under construction in the desert east of Los Angeles is being threatened by a deadly outbreak of distemper among kit foxes and the discovery of a possible prehistoric human settlement. The Genesis Solar Energy Project, which will power 187,000 homes and is backed by an $825 million federal loan guarantee, is the first of 12 planned solar farms in Southern California. Native Americans are trying to delay or scuttle the project because of the fox and the ancestral cremation site, which if confirmed is protected by the Native American Graves Protection and Repatriation Act.
